The Partnership's Professional Staff coordinates efforts of the Board, Water Resource Panel, and Policy Advisory Group. Staff also serves as the Partnership's hub for public, inter-agency, and inter-organizational communications.
Chris Hyland, Executive Director
Chris leads efforts at the Partnership through programmatic and fiscal management of the organization. Chris has over 20 years of experience working in water resources, project planning, and restoration of stream habitat. Chris holds a Bachelor's degree in Business Administration from Central College (Pella, Iowa) and a Master’s Degree in Environmental & Resource Policy from George Washington University (Washington, DC). His background includes Water Transactions Training through the Columbia Basin Water Transactions Program, with additional training in water rights analysis and mapping. He started with the Partnership in 2011.
Doug Birdsall, Program Director
Doug has over 20 years of experience managing irrigation and drainage districts. Doug holds a Bachelor’s degree in Criminal Justice and a Master’s in Business Administration from Washington State University.
