LWP 14-01 Reser Farm

  • Summary: The goal of this Local Water Plan is to enhance the flow of the West Little Walla Walla River (WLWWR) from the upstream property boundary to the confluence with the Walla Walla River (WWR). Flow enhancement is also expected from the WWR to the Last Chance Road diversion at river mile 39.2, and possibly to the Columbia River confluence depending on river conditions and diversion patterns. A shallow aquifer recharge (SAR) project will utilize a portion of the baseline water use from the included surface water rights from November 1st - May 30th, with diversion for SAR not exceeding 1 cfs. A portion of the recharged surface water will be treated as "stored water", for potential recovery and use for irrigation from June 1st - November 1st. This water will be withdrawn from one or more shallow aquifer wells authorized by the LWP as a point of withdrawal for all included surface water rights, provided baseline water use for these water rights is not exceeded. Places of use (POU) will be added to the included surface water rights to enable the relocation of currently irrigated lands, as well as enable SAR as a use for each water right. Land owners will also pursue a permit for an Environmental Enhancement Project through the WA Department of Ecology to increase the maximum rate and annual quantity of water supplied from the WLWWR for the purpose of SAR. A portion of the included water rights will also go towards the Partnership's Water Bank.
