The CIDMP approach to land and water management was developed to help landowners and irrigators design and implement their own creative and proactive solutions to enhance and preserve the value of their property while complying with requirements of the Endangered Species Act (ESA) and the Clean Water Act (CWA). Several watersheds within the state of Washington have served as pilots for the CIDMP process, one being the Walla Walla Watershed.

The Watershed-Level CIDMP process has three phases of development, with subsequent steps in each phase. The following information was taken from, Guidelines for Preparing a Comprehensive Irrigation District Management Plan (May 2001), and modified to summarizes the steps suggested for developing a Comprehensive Irrigation District Management Plan (CIDMP).

Phase One - Establish Framework for Planning:

  • Step 1: Define Objectives, Assess Options and Determine Need for CIDMP
  • Step 2: Establish Technical Advisory Team
  • Step 3: Define Key Planning Parameters
  • Step 4: Inventory Facilities, Operations, and Needs

    Phase Two - Gather Information, Identify Actions, and Produce Plan Document:

  • Step 5: Assess Impacts on Water Quality and Fish Habitat and Determine Needs
  • Step 6: Determine Comprehensive Action Plan for Meeting Needs
  • Step 7: Define Implementation Program
  • Step 8: Produce CIDMP Document

    Phase Three - Define and Address SEPA Requirements, and Produce a final Plan Document:

  • Step 9: Perform SEPA/NEPA Review
  • Step 10: Complete Agreements with Regulatory Agencies

    Within the Walla Walla Watershed there are currently proposals to conduct various phases of Watershed-Level CIDMPs. The Walla Walla Watershed Alliance is leading the effort to help landowners by offering CIDMP project funds provided by the Natural Resources Conservation Service (NRCS).

    Potential CIDMP project areas include:
    Phase One:

  • Lower Walla Walla River
  • Spring Branches
  • Upper Touchet River

    Phase Two and Three:

  • Upper Walla Walla River
  • Old Lowden Ditch
  • Titus Creek
  • Yellowhawk Creek
